Alaska Bill To Let People Seal Their Marijuana Convictions Heads To Governor
Alaska lawmakers this week passed legislation that will shield people’s marijuana conviction records from being publicly released in certain circumstances.
The cannabis provisions are included in a large package of criminal justice legislation that cleared the Senate in a 20-0 vote on Tuesday and was approved by the House of Representatives 39-1 on Wednesday. HB 239 now heads to the desk of Gov. Mike Dunleavy (R).
If enacted into law, the bill will make it so people who were convicted of possessing less than an ounce of marijuana while over 21 years of age at the time of the offense can request that their records not be released. The protections only apply to people who were not convicted of any other criminal charges in the relevant case.
The requirement for someone to proactively request that their records not be released in order for them to remain sealed will be sunsetted on January 1, 2028.
The cannabis reform that is now part of the omnibus criminal justice legislation heading to the governor was originally introduced as a standalone bill, HB 81 from Rep. David Nelson (R).

The Feds Rescheduled Weed. Truckers Still Can’t Touch It, Medical Card Or Not.
Schedule III didn’t change a thing for truckers. A new USDOT memo confirms that safety-sensitive transportation workers still can’t use marijuana, and a state medical card won’t save your drug test.
If you drive a truck, fly a plane, or operate a bus for a living, the federal rescheduling of marijuana changed nothing for you. The U.S. Department of Transportation made that explicit in a memo this month: marijuana is still off-limits for safety-sensitive workers, and no amount of state-issued paperwork will get you out of a failed drug test.
The clarification comes after the April 23 order from the Justice Department and the DEA that moved FDA-approved cannabis pharmaceuticals and state-licensed medical marijuana products from Schedule I to Schedule III. That order did not legalize marijuana federally, and according to the new USDOT guidance, it did nothing to the testing rules that govern the federally regulated transportation industry under 49 CFR Part 40.

A medical card won’t help you
The memo zeroes in on a specific question: if a driver tests positive and says it was a state-licensed medical product, can a Medical Review Officer flip that result to “negative”? The answer is a flat no.
The reasoning is technical but airtight. Even after rescheduling, state-dispensed marijuana isn’t an FDA-approved drug, and without FDA approval, a controlled substance can’t be prescribed. No prescription means no “legitimate medical explanation” under the rules, which is the only thing that could justify a positive result.
- A state-issued medical marijuana card
- A physician’s recommendation or certification
- Dispensary records or receipts
- The fact that marijuana is now Schedule III
USDOT spelled it out directly: a card, a doctor’s note, a receipt from a licensed dispensary, none of it clears the bar.

The takeaway for the roughly 3.5 million commercial drivers and the pilots, bus operators and other safety-sensitive workers covered by federal testing rules is simple. Schedule III moved the needle on research and on certain pharmaceuticals. It did not move the needle at the wheel. For now, the only cannabis that clears a DOT test is the kind that comes with an FDA stamp and a prescription, and state-licensed medical weed is neither.

PGP Farmer Launches 30-Variety Dutch Trial to Set Dordogne Production Blueprint
PGP Farmer, the French biotech developing what it describes as the country’s first EU-GMP medical cannabis production site, has launched a proof-of-concept phenotyping programme in the Netherlands, testing 30 cannabis genotypes from its own genetic library to determine which varieties will be cultivated at its Dordogne facility.
France’s path from a pilot programme that peaked at 3,000 patients to a permanent reimbursed market is now solidly in motion.
In February, at Cannabis Europa Paris, the country’s draft reimbursement framework was revealed for the first time, with cultivation and technical decrees expected to be formally adopted in June and ANSM product registration opening shortly after.
A final HAS opinion on reimbursement is anticipated in October or November. Domestic producers need validated, standardised strains ready before that window opens. Now, PGP Farmer says it is the only French operator positioned in the production of raw pharmaceutical materials for medical cannabis (MPUP).

The three-phase programme runs in partnership with Innexo BV, a Dutch applied research platform licensed to conduct cannabis trials, which will help provide the experimental infrastructure and analytical capability.
On the PGP Farmer side, the programme is led by Frédéric Lota, Chief Scientific Officer, a Doctor of Plant Biology with 15 years of applied R&D experience. Results will directly determine cultivation and processing protocols at the company’s 9-hectare Dordogne site, where a building permit has been granted, and long-term production capacity is projected to be 30 tonnes once operational.

“We do not select our varieties randomly,” said Brahim Sebart, Co-founder and Chief Executive Officer of PGP Farmer. “This POC tests 30 genotypes under rigorous conditions to retain only those that will guarantee patients a reliable, standardised and reproducible treatment.”
European demand for medical cannabis is growing at more than 20% per year, yet approximately 75% of EU flowers still arrive from outside the continent. Germany, the largest European market, imported close to 200 tonnes in 2025; France’s geographic proximity positions PGP Farmer as a natural candidate for that export demand.
The company has moved at pace since closing a €3 million funding round in February 2026 and contributing to the joint dossier submitted to the Haute Autorité de Santé in support of a full French medical cannabis rollout.
