Will Pa. Restrict Adult-Use Cannabis Sales to State Stores?


Landlocked by adult-use jurisdictions, and hemorrhaging marijuana revenue and jobs to neighboring states, will Pennsylvania confine adult-use cannabis sales to its existing, state-controlled wine and spirits stores (state stores)?

While none of the 39 legalized cannabis programs has used a state-store system model, pending adult-use legislation would mirror and harness Pennsylvania’s wine and spirit industry in which all alcohol manufacture, sale and licensing is controlled and operated by Pennsylvania’s Liquor Control Board (LCB) which limits sales to a state approved list of brands in state stores staffed by unionized government employees.
